During his time in South Carolina, Joe Biden mentioned the attack on Sunday, which killed three soldiers, was as the result of a drone attack believed to have come from Iranian-backed militants.

Initially, they announced 25 had been wounded, according to a defense official; they now believe that number is at least 30.
Some of the injured service members received serious wounds from shrapnel and some were being screened for traumatic brain injuries, an official with the White House National Security Council said. The number of injured could change, this official said.
Biden announced that three members had been killed and more were wounded. He then asked for a moment of silence for them.

"One last thing," he said, he wanted to mention, "We had a tough day last night in the Middle East. We lost three brave souls last night in an attack on one of our bases."
Biden then said, "We will respond." That part was all fine, although he looked very old.
Then he said he wished that he didn't have to go; he chuckled, and people laughed. Notice that ABC didn't translate or talk about that part, although they translated everything else. They probably knew that wasn't a good look for Biden to make an announcement like that and then laugh.
If you're trying to convey you care, it's definitely not okay. Especially when he was just spreading a falsehood about his political opponent's supposed words about the military. He just has no sense at all at this point.
Biden didn't say more about how or if our response would be any stronger than any of the prior responses that haven't stopped them from attacking our forces--when he said things like "Don't."
He said something else (which is unclear) and smiled, I'm not sure if he laughed, but it was met with some laughter.
Interestingly, he said that he had made himself clear to Iran when he was visiting near Allentown, Pennsylvania (another occasion where he showed some scary confusion).

"I've already delivered the message to Iran. They know not to do anything," Biden claimed.
It doesn't sound like they got the message, Joe, when you don't hit them where they live. That's the problem here. Biden has had some small responses but there have been dozens of attacks now. They're not stopping and they finally killed people because Biden has been slow in ratcheting up the pressure. He just acts like they should listen to him, and that's obviously not working. Somehow, Iran is not very threatened by him.
